Probate process and nephew moving into a jointly inherited property

Say an Aunt leaves a house to 3 nieces/one nephew to be sold and divided into equal shares. If a nephew decides to move into the house to keep it occupied while things are settled what is the position legally/from a tax and executor perspective ?
 
a. nephew can't "decide" Exec must agree this is in the best interests of the estate.

b. if nephew is paying rent, then RTB / tax etc., has to be handled in the normal way. Proceeds are paid to the estate.

c. given the current position wrt RTB, eviction moratorium etc., I'm not convinced that renting a property prior to sale is a good idea.
