Private Pension and Fuel Allowance

Is the value of your private pension deemed similar to an investment and counted as part of your capital in a means test? Eg pension pot and savings of €155k, pension pot is been taken at €10k a year. But person refused fuel allowance as deemed to be having a higher weekly income based on the pension pot and savings.

Indeed. And it’s means tested so that only people below a specified weekly income will be entitled.
People who struggle to pay for heating.
