Hello
Looking for a cheap prepay sim that I can use to for incoming calls only , that I'd only have to top up every so often to keep alive , what provider to go with?

48 is unusual in that outgoing services only work if you have an active membership. Most or all other SIM only providers allow you to pay for services on demand from cash credit on your account. So I suspect, but don't know for sure, that Vodafone would be different to 48. It's a long time since I've been with Vodafone. I've been on 48 for years.
 
Think I'll go with Vodafone , appears you can just top-up by €5 every 6 months to keep it going. Any recommendations on a really cheap phone to go with this?

Wouldn't be too sure about the €5 option. When I was trying to do that for elderly relative €10 was the only option to purchase in stores and €10 is the minimum mobile top-up available with AIB.
 
Tesco mobile also allow a minimum top up of 5 euro every 6 months.
Clubcard points on the top up.
There is usually a few cheap pay as you go phones on their website.
