PPS and Land Sale

A friend is buying a plot of land. The seller although born in Ireland has lived and worked all his adult life in the UK. The closing of the deal is now being delayed because it appears that the seller does not have an Irish PPS number. Is the Irish PPS number required? If so, is it a long process for him to apply and to get one from the Irish Revenue?
Is this requirement for an Irish PPS number so that CGT will be paid by the vendor in Ireland??

The sale price must be over 500,000 for this difficulty to arise. The vendor has to get a CGT clearance, the revenue want a pps number before processing this. The vendor has to apply for the number, can take up to 6 weeks for this to issue for a non-resident. If the price is under 500,000 this shouldn't arise although the vendor will still have to get a pps number to pay his tax but not an issue for the purchaser.
