PPI insurance contract/redress scheme

I had been sold a PPI Insurance policy with my mortgage in 2003 for €90 per month which was added to my mortgage monthly.
This policy was not put in the redress scheme only policies from 2007-2013 were put in and policy holders got their money back.

nearly €20,000 in PPI Insurance premiums has been added to my mortgage.

I have been in a battle with the EBS for 6 years now about this issue.

I have recently in fact only yesterday found out that in November 2009 due to the rising cost of claims on PPI policies
the terms and conditions of the original PPI of 2003 were changed in November 2009.
the monthly cost was doubled and every year since 2009 the cost of the monthly premiums increased.
I never received any notification of the change of the terms and conditions to the policy in 2009.

can anyone tell me if these changes to the cost and the conditions and a change of the insurance company being paid the premiums
constitute a change of contract in 2009 and should I have been put in the redress scheme .
