Possible to make a formal complaint regarding SW application?

Hi,

I have a question regarding whether it's possible to make a formal complaint regarding a social welfare application i.e. is there a formal process? I contacted the manager in charge of the department processing the application but apart from making a complaint in writing (via post or email) and referring to my PPS number, aparently, there is no specific formal complaint process - Is this true?

Its not exactly a well formulated procedure, but here is what the Department provide on their website

If you get no luck with them, then go to the Ombudsman.
