Need to get a four bed semi in Dublin rewired, extra sockets put in, new switches, etc.

Recently had local electrician guy do new kitchen and utility but have had some crazy problems with that (lights going dim, kettle turning lights on, etc) and no sign of him to fix them. An ex-sparks friend has recommended we look at a complete rewire.

A relation has had a Polish electrician do some work for her for substantially less than the cost of a RECI electrician and is happy. He claims his qualifications are as good as any local ones.

Anyone had experience of this. What guaranteess can you get and how do you ensure standards are adhered to?
 
The standard of work of the foreign electrician may well supercede that of RECI or ECSSA ones.

Unfortunately you do not have anyone (professional membership) to fall back on should there be an issue which needs an insurance follow up.

Saying that, many Irish "nixer" electricians have neither full qualification or membership of a regulating body.

After his rewiring you could request a completion cert from RECI (€400 I think?). They would spot check the quality of the work done and also carry out the required final tests on the installation.

It is quite rigorous as they know they are testing the quality of a non-RECI member's work and it is in their obvious interest to find fault.

So all-in-all, you could base payment on a completion cert by a RECI inspector and factor that in to the cost.
