Plumbing for washing machine standard?

Is the plumbing for a washing machine standard in a new house? I have just been out to my new house and discovered there is no plumbing for the washing machine. I am having problems already with the plumber regarding prices of extras, i definitely thought it would be a standard.

it should be standard. go over his head to the foreman/builder and if that doesnt work get your solicitor on to it. its fairly minor and even a novice diyer could do it in under an hour using a kit from b&q etc but its the principal that matters here.
