Plumber's charges...?

My gas heating is not working. I had a plumber out today and he spent 3 hours working on boiler. In the end he decided that it was probably best to replace the boiler. This boiler has caused us a lot of trouble over the last few years and he explained by the time he had changed the parts that are broken and leaking it would probably be better to replace it.

I am fine with this - however he charged €120 for his time. Given that he did not fix it I found this a bit steep. My question is it normal for these guys to charge whether they fix the boiler or not?
 
Would you seriously expect him on a Bank Holiday to spend 3 hours trying to fix your boiler and not charge?
 
IPSO website has today, 29th December, listed as a Bank Holiday (i.e. the banks are closed). It's not a Public Holiday so isn't an automatic day off for everyone.
 
Considering the time of the year and the weather the way it is at the moment I think you were very lucky to get a plumber to come out never mind spend 3 hours trying to repair the boiler.

He could also have a pulled a fast one and convinced you that he could repair it and maybe make more money out of you. Instead he was upfront about the repair. I don't consider €120 to be too much for 3 hours work at Christmas time.
