Planning Permission required for restoring a derelict property

Hello I'm looking at the possibility of buying a derelict house at the moment. If I am to go ahead with it and plan to restore it exactly as it was (externally at least) will I need to apply for planning permission?
It needs to be reroofed and replastered
 
most derelict properties need planning, if you are changing windows/doors also if new roof is higher and has windows overlooking neighbours, also if you are putting bathroom which requires septic tank(in rural Ireland) better be safe and check with local council it will save a lot of problems when you come to sell in future, you can build a certain size extension at back of property without planning.

I would meet with the planners and discuss what you intend to do. You should have no problems as regards obtaining planning whatsoever.

Have you checked that the house had planning initially?
 
I would definately check with the planner ... often land is 'sterilised' even though there is a derelict house on the land, the council do not allow it to be restored ... with a view to widening roads, and services etc.
