Planning Exemptions - Apply to Landlords expanding business?

A landlord (Dublin South) has squeezed five tenants into a small semidetached and now want to get two more in by building an extension out the back: bringing the total number to 7 adults.

The extension would appear to meet exemption guidelines given its position and size but considering its intended use should he be seeking planning permission ?
