Pensioner paying PAYE but witholding tax deducted by a public sector organisation.

I am a pensioner who has worked on a few occasions during 2007 & have charged approx. 9,000 Euro on invoice to a public sector body. I have been paid the full amount less 20% deducted by them for "witholding tax from payments for professional services". Included in my fees is an element of travel & stationery costs. I am subject to paye deductions at the standard 20% rate.
Can anybody tell me if I should bother to declare this income as the employer has not asked for a tax clearance cert & the 20% tax is the same in both cases.

If your marginal rate is 20%, you will probably be due a tax refund.
