Pension entitlement?

My spouse, who is functionally illiterate, was told, about 1975, that he was ineligible for social welfare because I had started working and he was not to sign on any more. He has no recollection of being told to sign on to preserve pension entitlements. He has worked casually, part time, without prsi, over the years on low paying activities such as seaweed harvesting and inshore fishing and now finds himself with, apparently, no pension entitlement as my 450 per week occupational pension seems to disqualify him from non-contributory pension, even though we are paying 900 per month mortgage incurred when we borrowed to make necessary repairs to our home. Right now we have exhausted our savings and are selling off any valuables we own. We are just a few months away from being insolvent. Has anybody got any advice for us?
