PAYG phone with monthly pay sim

Hi I'm new so please excuse me if I'm asking for something which has already been answered. I have looked but I can't find it on the forum.

I was lloking at a phgone on ebay which said it was pay as you go. Can these phones be used with a monthly pay sim card?

My mobile is dead and I can't afford the new upgrade fee.

Is the phone unlocked? I would think it might have to be.

a locked PAYG phone will work with a SIM from the same service, e.g. an O2 Speakeasy phone will work with an O2 Ireland billpay SIM. It will not work with a SIM from another service unless it is unlocked. Some phones can be unlocked fairly easily in back street phone shops , others not so easily.
