PAYE tax credit for pensioner's dependant

Can someone tell me since when did revenue allow a PAYE tax credit to the dependant of a State Contributory Pensioner to set against her portion.

Have I been missing something or why was this not promoted by revenue

Spoke with revenue yesterday. They assured me it is correct but did not know when this had been introduced
