What version of Windows? If it's Windows 2000 or XP then you should be able to create different user accounts for different individuals who share the PC thereby securing all of your files/settings. Unless they boot something like Knoppix and bypass all of the Windows NTFS security settings of course.
OK - I don't think that Me has facilities for enabling differen user logins but I can't be certain. Are you sure that you mean Outlook and not Outlook Express (separate programs)?
