I would have thought the Govt wants everyone to have a passport so the unemployed can all emigrate and not be drawing social welfare and the Govt can say unemployment is dropping
Will we now need a Department of Rafts to licence the rafts and administer a new raft-tax and a Minister with a ministerial raft and driver? Do Mercedes-Benz even make rafts?
Possible candidates for the ministerial job could be

Rafta Benitez

This now-found upsurge in rafting will need a new religion, so maybe someone could establish a Raftafarian Church, maybe in Raftfarnham?
