Passenger rights in the event of flight delay

Have had a quick look thru key posts but cant find much on passenger rights in the event of delay.I am too knackered at the present to trawl web and wonder if anyone up to speed on passenger rights after long delay.

We spent 9 hours last night at Trieste Airport waiting for flight that should have gone at 10.20 PM but didnt go until 04.55 this morning. We were at the airport at 7PM.
In fact the aircraft didnt even arrive until 04.10.

We were given two 10 Euro vouchers.-small consolation when u just want to get home.

What annoyed me most was lack of info-travel agent reps were bloody useless-claimed they didnt know why plane delayed. Did not find out why until seated on plane. Apparently some clown from Servisair smashed into side of aircraft causing damage and airline had to wait for incoming aircraft from Spain to send for us
 
If the delay happens in Ireland you may be able to claim but seeing as the delay happened in Italy my understanding is that you have to make a claim through the Italian equivalent of the www.aviationreg.ie
