p60 problem

hi, my girlfriend is going back to college and she needs p60 to get a grant. But her old employer never gave her one for year ended 2007. is there anyway to force employer to give her one
 
if she was employed on 31 Dec 2007 she must by law receive the P60. Firstly did she ask for it? I know that some employers are reluctant to give them out as they are valuable and could be easily lost, so they tell employees they are held safely. First I'd recommend asking for it and gently remind employer that this is a legal requirement to give it out. If they are being sticky about it, I'd ring Revenue directly.
 
The grant authorities are sticky, not only looking for the P60 but a Balancing Statement ( P21 ) which shows the figures on the P60. Once the employer has their end of year returns filed, and assuming that she has no other items to return, she can request the P21 direct from Revenue. Information for 2007 should be on Revenue's records now. She could contact the LoCall number on her Certificate of Tax Credits. That will show the Pay etc. which the P60 would have shown. However she still will need to chase up the actual P60 from the employer to "tick all the boxes" with the grant authority.
 
Does she have her last payslip for 2007 ? This will suffice afaik for revenue to calculate and return a P21 balancing statement which is the same as p60.
 
I rang my employer for a P60 a couple of days ago and it was no problem, has she tried asking her old boss?
