At the bottom of the sheet i got it did say "already uploaded to ROS".What do you think that means?
2) ROS p45, single page, pale yellow, with perforations dividing page into the three parts 2, 3, & 4. Dublin Castle gate watermark on page. Does not say anything about uploaded to ros on it.
If you have not got either of one of the above you do not have the original p45 document.
I have seen P45s printed out on plain white paper with no watermark, for example when they were needed in a hurry for Welfare applications or for a new employer, and the standard stationery was not immediately available. I have also, when requested, emailed copy P45s to employer clients who wanted to give same to ex-employees. None of these cases ever caused a problem, nor did anyone ever come back looking for a printout on standard stationery. The term Mountains and molehills come to mind.

The OP seemed to be looking for their official p45 which I would interpret as original.
However if an employee is looking for an original, then that is what they should get. I would not consider the provision of the official document to be a mountain of a task for any employer.
