Pre 92 vehicles had a log book.
From 1993 onwards vehicles have a licensing certificate which shows the name of the registered owner of the vehicle plus there is a section on it for change of ownership if you sell the vehicle.
You need to hold the Vehicle Registration Certificate as that is issued by VRO. The VLC referrred to is simply issued by DoE to enable taxing. In the end, neither is absolute proof of ownership. It is useful to have a receipt for the purchase of the vehicle.
