An operating businessman owes me e66k since 2004.. I am aware of the 7 year debt limitation timeliness, but can I get the debt registered against him in his native county, thereby embarrassing him.? Will such a registered debt prevent him from selling existing assets, or withhold loans from banks.?
 
If you have not already obtained a Judgment against him, then the debt is now statute barred- as in irrecoverable.
If you obtained a Judgment, it lasts for 12 years only, after which it cannot be enforced.

I presume he was not in a position to pay over the years and is now. Is he a big chap ? Why not just doorstep him in a pub and ask for your money back, assuming you can get out alive.

The J. Paul Getty quote comes to mind. If someone owes you €66 that's their problem. If someone owes you €66,000 that's your problem.

Unless you can afford/expect not to get it back, any private loan should be treated as a business transaction and have relevant paperwork and payment plan and details of what steps will be taken if payment is not made.

Then you need to adhere to what you have agreed - even if it means going the legal route.

But doing nothing for several years and then wanting to embarrass someone is not a good idea.

If there's no hope of recovery, move on.

If I owed someone 66k for 21 years and hadnt tried to remedy it , I would have existed in a permanent state of embarrassment and shame.

No idea why the lender should be ashamed.

What a peculiar world view you have.
