was thinking of selling agricultural land if i got outlying planning first on it would it increase the value? you need to be from or have some connection with the area to get planning anyway tho. has road fontage etc. would it push the sale a bit? any oppinions

If you got outline permission it should make it significantly easier to sell - as it means that whoever sees it knows that they are guaranteed something on the site. The fact that it is easier to sell would tend to increase the price somewhat.
I would question your ability to get it though - if someone who could say "I need to live in the area as my parents are in wheelchairs, my dog is sick and I work in the area" etc., it makes it easier to obtain permission. "I'd like permission so I can sell the land" doesn't have quite the same ring.
You also make it more difficult to get a future permission if you get a refusal.
On balance therefore the cost of making an outline application without a proposed buyer vs. likelihood of increasing the value of a property is generally not very good.
Though you might like to talk to your local Planner - this would be both free and would not leave a permanent mark on your property's "record".
