Ordering fro uk online site what vat rate 15% or 21%??

Hi there I was going to place an order on a uk online store was given the prices with 15% vat but when i entered my address & updated the vat changed from 15% to 21% is this the norm now as i thought that if purchased within the E.U then vat is only paid in country of purchase @ local rate?? Is this correct?
 
If the site sells over a certain amount to residents of another country - they have to charge the appropriate VAT for that country. Not sure of the limit offhand - but most large reputable sites would charge Irish VAT to Irish customers.

The site is overclockers.co.uk & i'm sure they ship alot to this country so that answers that question,I emailed them aswell just to see what kinda response they give!
