online auctions?

Hi I am asking about the legality of participating in online auctions and a person's obligatioin to pay having bid online.

i.e. a website is set up to advertise stray cats and in the forum of that website a group of people decide to hold an online auction to raise funds (for anything of their choice) and advertise goods and get online bids, how legally bound is anyone in that circumstance?

(a) the person who advertises to deliver the goods?
(b) the person who bids to actually buy the goods?

Hi I haven't actually, I'll do this, hopefully they will have something on it about honouring bids, tks.
 
Ok I read that but it appears to me that that is just the ebay policy. I'm wondering if this is a grey area or if there is legal ground here?
