once off house: buying checks

Looking at buying a once off house in the country, was wondering what checks to look for when inspecting the house, i know i'll be getting an engineer down the road but would prefer to have extra insight on things to look out for or ask before i go to that expense.
The house has a biocyle system, so i must verify that and see what annual charges are involved.
I checked the planning website but i'm unable to see the planning application for a garage and stables, must/is this detail specified on the application you see on line, all it says is dwelling house with biocycle treatmet plant?

Check that supply pipes for telephone and esb are not crossing neighbouring properties.

If on well water, get some builders twine and a suitable weight, check the depth. Possibly get a sample of the water checked. Stables, is there a water supply problem? If there is public metered water this could in future mean expensive water bills.

Planning. Definitely check that planning for stables and garage. When was original planning granted and how long is house built? Sure sign is if house has been on market, then off, then back on again, ie previous buyers backed out for some reason.
 
the house is built around 3 years and it has been on and off the market for the last year, but if there is a planning issue, why keep putting it on the market?

If you have to sell you have to sell.

Some mug with cash is going to buy it someday without the permission in place for the sheds and stables. People going for a mortgage get stuck because the bank won't lend if there is an issue with planning.
