Are there any circumstances where a local authority will grant a residential parking permit where the only available spaces on the applicant's street are either designated taxi ranks or bus parking spaces ?
 
A residential parking permit doesn’t mean you can park where parking is not allowed.
IIRC, parking permits cover an area around the address and not “just” a particular road. Might depend on location though.
 
The answer to your question is no.

You could petition the local authority to remove the taxi rank. Barely anyone seems to use them anymore, given that people order taxis by app.

However, there is a risk that the local authority might not return it for use as on-street parking.
