Offshore accounts

Hi all

Sorry if this has been asked before. i did use the search function. Im based in Ireland and want to open an account in an off shore bank. I dont want a foreign currency account held in an Irish Bank im looking for an actual account in a foreign bank. How do i go about doing this..

All the ones i seem to find require massive deposits.

P.S i will be declaring this
