Offer on house

Hi,

Currently thinking of putting an offer on a house worth 750k, there is no allowance for a kitchen and fireplaces, and the house is not painted.

With the slowing down in the market should I offer say 720k or ask for the kitchen and fireplaces to be installed and the painting finished???
