odd-looking (Irish?) phone numbers

In the past few days I've had a couple of missed calls on my mobile. The callers' numbers were disclosed, and start +353... (i.e. presumably Irish), but are longer than conventional Irish phone numbers.
+353 708 174 xxxx
+353 706 174 xxxx

I don't really want to just ring them back to find out in case they're some premium rate scam number.

Anyone recognise the number format?

Could it be a skype out call I wonder?

Comreg have a numdering search facility on their website but your numbers don't seem to return any results. Maybe drop their 'Numbering Team' an e-mail: numapps@comreg.ie.
