obligation on bank to provide capital?

Hi folks just a quick query-did the govt.launch a sort of appeals scheme whereby a banks decision to either deny working capital, or unilaterally change funding conditions to a an ongoing business could be appealed to the financial ombudsman,and if there is such a scheme,where can I find out about it?
