NTL Charges

We got broadband in recently and got our first bill today. I see NTL have increased their prices since November and have a number of fees/charges which will be introduced shortly e.g. €2 charge extra if bills are not paid by direct debit. While I can see the obvious benefits for NTL in doing this, I was just wondering do they have to get permission from regulators or the like, for this change or can they simply go ahead and introduce it. What's to stop them increasing it again in a few months time? Are other broadband providers doing this at present?
 

I'm sure it depends on the contract you signed. i.e. most contracts say that prices may vary, this is to give them lee way to compensate for inflation, tax increases etc.. so they dont end up provideing a service at a loss.
