Does this apply to new disel cars or just older imports ?

It applies to new and imports. However as the 1% diesel surcharge on new cars will be dropped with the introduction of this new tax, realistically there won’t be a major change in price for new registrations, it will mostly hit imports.

Understand 2915/16 Focus diesels could be more than €2k, heard of a range rover sport being €5k and newer 5 series and E class in the hundreds. It pays to be thorough checking NOX emissions as it seems NCT centres who look after this tax collection work off the data on the vehicle registration document so that’s your starting point when considering your vehicle to import.

Not a moment too soon on diesel imports in my opinion, we're only digging ourselves deeper into the already deep hole of Ireland's apathy on climate/air-pollution.
