Non Contributory State Pension Means Test

Payments from DSP are said not to count as means for this pension. If somebody receives a payment from the UK equivalent of the Irish DSP, is this also disregarded for the purposes of the means test? I'm thinking of EU rules here which say that people from EU states should be treated equally and should be treated in the same manner as nationals of the state in which they reside.

Does anyone know the answer please (and, if possible, where I can find it n the legislation)? Thanks.
 
If an Irish National or Non National applies for a Non Contributory State Pension in Ireland they are means tested. All income must be declared on the means test application form.
 
There is no mention of DSP payments not counting as means for the Non-Con State Pension Means test on this page:
