noise issues with timber floors upstairs

We are considering laying timber floors in 4 upstairs bedrooms. House is 2-storey detached.

One sales rep said to lay the timber floors over the existing (20-25 year old) carpets, so as to prevent any noise issues. What do you think of this?

Or, in general, what issues should we consider if laying timber floors upstairs?

I don't think laying over carpet is a very good idea. Are you laying the floor yourself? If not, what kind of guarantee is the fitter prepared to give?
