Cops are measured to certain metrics, it certainly is in their interest on that basis to at least have someone go to trial. I'm not sure there's any wider conspiracy to it, but I haven't been following this one.
 
It goes beyond weird.

The kid sneaked out of the house at 3am the night before he went missing.

The police have known this since the beginning, but didn't tell the mother.

This is sinister.
