No water coming from taps

Ok, so now the cold water (mains) is back on in the kitchen, since about 7pm but none of the other cold or hot taps are working. The tank is almost empty and we cannot see any debris ??

We realised that the water pressure was not as stong as it would be, so thats why the tank was not filling up. This morning it has come on fully and the tank is filling up.
