No reponse from builder on faulty radiator on brand new house

Hi there, wonder can anyone advise....bought a newly built house. Buy to Let. My tenants advise me that one of the radiators do not work, pipe coming from this particular radiator not even heating up. Being totally ignored by the builders when asked to go around and check it out...left messages and wrote...can anyone advise next step.
 
Bleed the radiator yourself its a 30 sec job with a simply key. Air locked rads in a new house is not unusual. The builder not responding is a different issue.
 
I disagree, Kiwijbob, a plumber would be Step 2.

Step 1 is, as Aircobra19 says, to get a radiator key yourself (any hardware) and see if you can release an air pocket. If it's one radiator only, it could be just a bit of air blocking the water getting through.

One other thing, which may or may not be applicable in this case, ensure your thermostat temperature upstairs is always set lower than the one downstairs.
