I've often seen people buying items of clothing along with their groceries at the groceries checkouts and they get a paper bag for the former.Yes of course booze bottle bags are free- i assume! But they have a selection of paper bags under the counter (all sizes and shapes)- so a lot of non grocery items must be purchased in the Grocery Departments!
What relevance are these UK M&S furniture purchase consumer issues to your question about paper bags?I note BBC's Watchdog wasn't too pleased with them previously for other issues- are they asleep at Baker St.?

Can't you bring your own reusable bags?insist you must purchase reusable plastic/ cloth bags
There was talk that if they replaced plastic bags for groceries with paper bags, a paper bag levy would be introduced.
