Night duty allowance public holidays and annual leave

Someone I know works in a semi state company and does nights all the time. They get a night duty allowance. When there is a public holiday or if they have a single days leave the night duty allowance is not paid. When they are on a weeks annual leave it is not paid but afterwards they get some sort of average which I had assumed was overtime but may include night duty. Is anyone aware of whether they should be paid the night duty allowance for the public holiday?
 
Outside of seeing the employment contract and union agreements for the company and job itself it is very difficult to be specific and as usual with public sector jobs, very dangerous to generalise.

That said, rostered duty allowances / shift payments are payable for working unsociable hours. If the unsociable hours aren't worked, no shift allowance os due.

Wht not ask the payroll department / union rep?
