Newstalk advertising RTE

Does this seem a little odd to anyone? An ad running at the moment on Newstalk is advertising RTE - am i missing something here? Is it like ITV advertising BBC?
 
They cannot refuse to advertise them. Sky is advertised on ITV etc. That's free market competition for you.
 
I can't remember where so I'm open to correction but I heard it’s not allowed because of competition legislation which prevents dominant player from abusing their market position.
