New to London - can I get a car loan?

Hey Guys,

I have just moved from Dublin to London four months ago.
I am in permanent full time employment and renting an apartment here.
I want to buy a new car but apparently I need to live in London for three years first?
Although I own an apartment in Dublin I cannot get a bank loan there because I don't have permanent employment in Ireland.
Is there any way around this or am I destined to drive my scrap car for three more years? Any advice or suggestions are very welcome.
