New soakaway for old septic tank? How much?

My 40 year old septic tank's soakaway is failing. Can anybody who knows about such matters give me some advice as to costs of getting an experienced guy to dig new soakaway and connect existing waste water (second tank) to a 'box' for eventual soak away? The original concrete tanks I'm told are sound. Have been told around 1400 (in Cork area) to dig the area, install the new 'box' (I assume a small distribution box) to existing second waste water tank and then level the area for reseeding. Is this excessive? Is this the right thing to do? Should I fork out six or seven times that for new 'treatment system'. In short I don't know which way to turn - meanwhile existing soakaway is not soaking away!
 
new regs have been introduced, soon every waste system in the county/country will be tested.
the money your talking sounds ok, but then I haven't visited the site and you haven't said what qualification your advisor has.
