New retail business - official opening - celebrity or not?

Cousin's daughter about to open new business in a local shopping centre. What would be best way to launch? to get promotion in papers, etc

Use a celebrity? should she pay?

Suggestions/ advice welcome please
 
Get the center to publicize and pay for it, they're lucky she's decided to rent a unit in the current climate
 
Have a like and share competition on Facebook. Facebook ads are also very cheap compared to traditional methods and you can target well.
 
What is the product being sold? What is the profile of the target customers? What media do they engage with? Where are they, are they passing the door now or do they need to be drawn from a wide geographic area?

A celebrity may be useful if someone know one who will do it for free or cheaply but the celebrity would only be one part of a launch event.
