It would appear that there is a two tier system of fines for not paying your car tax, which is based on the backlog of payment due.
If your road tax is under the old system base on cubic capacity you will be fined a lot more than someone base on the emissions.
This cannot legal
 
probably, but who would take it? this is a country where we are used to just rolling over..... and the government know this.

If they actually fined the owners of untaxed vehicles that would be great. Also, if they dealt with the uninsured drivers etc etc
