New house insulation

Ok guy, I need some information because I am totally confused.
I am building a 3300 sq foot timber frame house at the moment and am currently researching the best way and cost of insulating it.
The timber frame company already quoted me for the supply of the insulation which was 5000 euro.
This was for your standard glassfibre insulation.
I am looking to " super insulate " the house to same on heating bills so has anyone got any suggestions as to the best way of insulating a timber frame
The house is a bunglow, with part of the attic already converted for living accomadation
From my research so far I recon I need to insulate the walls, ceiling joists where there is no living space above it and rafters where there is living space above the floor joists.
My questions is what is the best way for each area and what should the cost be
Going by the prices / recommended thicknesses using sheeps wool it would cost around 17k. This seems very high compared to the 5k quoted by the timber frame people
Any advice / pricing would be much appreciated
