new garden - what to do?

Moved into a new house last autumn. Back garden was a mess, so figured I'd tackle it in the Spring.
Well...it's Spring!
Would rotavating the garden be a good start? It is a new build and their are lots of weeds and big stones and we even found building site 'junk'.

I figure, rotavate it, clear it out, go to garden centre for planting/patio advice.

Is this a good plan?

BTW its nothing unusual for your garden to have builder's rubble. We're the last house on our road and they used our side garden to mix/dump for the road. We eventually got someone to do the garden for us and it 10 men to sort out front/back!
