Can anyone tell me what development the houses being built on the forest road just before river valley are called? or even the agent looking after them are?

social affordable housing built by Bovale Development
 
are they all affordable housing? looks like there are loads going in?

Yes I beleive so. After Bovale Developmens finished Boroimhe which is opposite they had to produce 20% (I think) worth of social affordable housing.
