Network congestion or dodgy phone?

I bought a Nokia 6021 as a business phone about a month ago. I'm finding that maybe 10% of my calls are connecting but the person at the other end can't hear me. I have to hang up and re-dial. I never had this problem with my last phone, a Nokia 6310i.

Is this network congestion (Vodafone in North Dublin) or could I have a dodgy phone? Googling for reviews on the 6021 doesn't throw up any negative reviews.
 
If you're around Sutton, it's probably the network. I've had horrible problems around there with Vodafone calls not connecting first time.
