Under the rules pertaining to credit cards, in cases where the cardholder does not receive the goods ordered, the amount will be charged back to the merchant.
just poking around, saw you had another Neteller post. I had issued with a few things I bought were the merchant was ignoring me and Neteller just refunded the amount on my card. Was easy. Not sure if that is company policy or a rule of some sort.
